When a baby is born in your home, your BISP record does not change on its own. You have to update the family roster yourself, or the child stays invisible in your record. To BISP 8171 update family details in 2026, first get a NADRA B-form for the newborn, then visit your BISP tehsil office and ask for a roster update token. Both steps are explained below, with documents, fees and the exact order to follow.

What changed
There is no separate “newborn registration form” on the BISP website. The change that matters is a rule of order: BISP checks your household against NADRA’s database, so nothing can be added at the tehsil office until NADRA has the child on record. If you walk into the BISP office with only a hospital slip, you will be sent back to NADRA first.
BISP has confirmed again that its messages come only from 8171. A 10 March 2026 statement repeated that any SMS about BISP from another number is fraud. Registration and every BISP service are free.
Who needs this update
You need a roster update if any of these happened since your last survey:
- a baby was born in the house
- a family member died
- you married or divorced and the marital status changed
- you moved to a new address
- a member developed a disability that was not recorded
A new baby is the most common reason. The same counter handles all five, so do not ask for a new survey when you only need an update. At the dynamic registry desk, staff issue a new-survey token for families never surveyed before, and a roster-update token for households already in the record. Ask for the roster-update token.
Benefits of an updated family roster
| Benefit | What it means for you |
|---|---|
| Correct PMT score | A missing child means a wrong poverty score, and a wrong score can block eligibility |
| Taleemi Wazaif eligibility | When the child reaches school age and is enrolled, the family can be considered for the education stipend; the child must have a B-form first |
| Clean payment record | Quarterly payments continue without the “record mismatch” problem |
| Future schemes | Emergency and new schemes use the same roster, so an updated record keeps the family visible |
Taleemi Wazaif amounts change from time to time and differ by class and gender. They are not restated here. Check bisp.gov.pk for the current rates before quoting any figure.
Important dates
| Event | Date |
|---|---|
| BISP reminder: messages only from 8171 | 10 March 2026 |
| B-form fee schedule confirmed from NADRA fee page | October 2026 |
| Kafaalat payment | Rs 14,500 per quarter, October to December 2026 |
| Next payment increase | Rs 18,000 per quarter from January 2027 |
| Deadline to update family details | Not officially announced; do it as soon as the B-form is ready |
Step 1: Get the Union Council birth certificate
NADRA will not issue a B-form without a computerized birth registration certificate from the Union Council, Municipal Committee or Cantonment authority. This is the first paper in the chain, and it is issued locally, not at NADRA.
- Visit your Union Council office with the hospital birth slip.
- Apply for the computerized birth certificate of the child.
- Keep it safe. NADRA asks for this certificate before making the CRC.
Step 2: Get the NADRA B-form (CRC)
NADRA officially calls the B-form the Child Registration Certificate (CRC). It is for children under 18. Parents apply; one parent with a valid CNIC is enough.
- If the child is up to one year old, you can use NADRA’s PakID app. Log in, open the Family section, choose CRC or B-form, enter the child’s details, verify one parent’s fingerprints, upload the Union Council birth certificate and pay the fee.
- For an older child, or when the record is not simple, go to a NADRA Registration Centre in person.
- Pay the fee: Rs 50 for normal processing (about 7 working days) or Rs 500 for executive processing (about 1 day). There is no urgent category in between.
- Note the tracking ID you receive. NADRA says applications in Pakistan can be tracked by sending the tracking ID by SMS to 8400.
Age rules matter at NADRA. A child under 3 normally does not need biometrics. From age 3 to under 10, a photograph and iris capture are taken. From age 10 to under 18, photograph, fingerprints and iris are all taken. For a newborn, you do not bring the baby anywhere near the camera line.
If there is a mistake in the B-form later, NADRA allows a modification application with supporting documents. If the date of birth on the Union Council certificate was wrong, correct the certificate first; NADRA updates the CRC to match it.

Step 3: BISP 8171 update family details at the tehsil office roster desk
Do not go to BISP before the B-form is issued. The counter checks your household against NADRA records, and a child without a B-form is not in them.
- Check your status first by sending your 13-digit CNIC to 8171 by SMS, or enter it at 8171.bisp.gov.pk. This tells you whether your record is active before you travel.
- Take your documents to the nearest BISP tehsil office on a working day. Go early; queues are long in city offices.
- At the entrance, say you need a roster update for a newborn, not a payment query. You will be sent to the dynamic survey desk.
- Take the roster-update token. The staff open your existing household record instead of starting a new survey.
- Give the child’s details exactly as they appear on the NADRA B-form. Spelling differences between NADRA and BISP slow things down.
- Answer the household questions honestly. Wrong answers can produce a wrong PMT score and cause rejection later.
- Complete biometric verification of the female head of household when asked.
- Take the confirmation slip and wait for the SMS from 8171 confirming the update.
If your household was never surveyed at all, you get a new-survey token instead. BISP guidance reported in January 2025 says a household cannot be surveyed again within two years, and reported guidance also mentions mandatory re-survey for existing beneficiaries after three years. If the staff tells you the record is too recent to touch, that is the reason.

Documents to carry
- original CNIC of the female head of household, valid and not expired
- CNIC of the husband, if applicable
- NADRA B-forms of all children, including the new baby
- computerized Union Council birth certificate of the newborn
- a recent electricity, gas or water bill for the address
- an active mobile SIM registered in your own CNIC
- death certificate, if you are updating as a widow
- disability certificate from a government hospital, if updating a disability
Common problems and fixes
| Problem | Real cause | Fix |
|---|---|---|
| BISP staff says “child not in NADRA record” | B-form not yet issued or NADRA database not synced | Finish the NADRA step first; wait for the B-form, then return with it |
| “Roster update not allowed” message | Household surveyed too recently | BISP allows re-survey after two years; keep the confirmation slip and try again when the window opens |
| Name spelling differs between B-form and BISP record | Typing error in one of the two databases | Get NADRA to correct the CRC first, then bring the corrected B-form to the tehsil office |
| No confirmation SMS after the visit | Old mobile number on record, or SMS delayed | Confirm at the counter which number is on the record; SIM must be in your own name; resend your CNIC to 8171 after two days |
| PakID app rejects the B-form application | Child older than one year, or family linkage wrong in NADRA | Visit a NADRA centre in person with both parents’ CNICs |
| Token given is for a full survey | Staff misunderstood; family was never surveyed | If you were never surveyed, a full survey is correct; if you were, point out the existing record and ask for the roster-update token |
If you cannot tell whether you were found eligible after the update, you can hand a written application to the Assistant Director at your tehsil office. Details on what those status replies mean are explained in our guide to 8171 SMS reply meanings. If your status shows under verification after the roster update, our guide to BISP under verification status explains the waiting period.

Fraud warning
Read this once and remember it.
- BISP sends messages only from 8171. Any BISP message from another number is fraud.
- Real BISP messages never promise money without verification and never threaten to remove anyone.
- Registration, the survey and every BISP service are free. Anyone who asks for a fee to add your child is cheating you. Report the demand to the helpline 0800-26477 or at your BISP office.
- No private person or website can guarantee registration or change your PMT score for money. Websites offering “BISP online registration” are not BISP.
- Never share your CNIC copy, OTP or PIN with agents. If something went wrong with a payment after the update, file a proper record through our guide to BISP complaint registration.
Tips for beneficiaries
- Do the Union Council birth certificate in the first weeks after birth. Every later step waits on it.
- Match the child’s name spelling on the birth certificate and the NADRA B-form. Fix it at the source; BISP copies what NADRA has.
- Go to the tehsil office early in the morning with the baby at home. Nobody needs the newborn there; only the documents travel.
- Keep the mobile number on your record active and in your own name. The 8171 confirmation only reaches that number.
- Photograph or photocopy every slip NADRA and BISP give you. Token numbers and tracking IDs are your proof if something goes wrong.
- Check your status by SMS to 8171 a week after the update, then check the December quarter payment using our guide to the BISP December 2026 payment.

Frequently asked questions
1. How do I add my newborn baby to BISP 8171 in 2026?
First get the child’s computerized birth certificate from the Union Council, then apply for a NADRA B-form. Once NADRA has the child on record, visit the BISP tehsil office and ask the dynamic survey desk for a roster-update token. Staff add the child to your household record, and 8171 sends a confirmation SMS.
2. Can I add a newborn to BISP without a NADRA B-form?
No. BISP checks every household against NADRA’s database, and a child without a B-form does not exist in that database. The tehsil office will send you back to NADRA first. The hospital birth slip is not enough. Get the Union Council certificate, then the NADRA CRC, and only then go to BISP.
3. What is the NADRA B-form fee for a newborn in 2026?
The fee is Rs 50 for normal processing, which takes about 7 working days, or Rs 500 for executive processing, which takes about 1 day. These figures come from NADRA’s fee schedule as checked in October 2026. There is no urgent category between the two. Fees can change, so confirm the amount shown before paying.
4. Can I apply for the baby’s B-form online?
Yes, if the child is up to one year old. Use NADRA’s PakID app, open the Family section, choose CRC or B-form, enter the child’s details, verify one parent’s fingerprints, upload the Union Council birth certificate and pay the fee. For older children, NADRA asks you to visit a registration centre in person.
5. What is a roster-update token at the BISP tehsil office?
It is the token given to households that were already surveyed and only need a change recorded, such as a birth, death, marriage, divorce or disability. A full survey token is only for families never surveyed before. Tell the staff at the entrance you need a roster update for a newborn so you get the right token.
6. Does adding a newborn increase my BISP payment?
Not directly. The Kafaalat payment stays Rs 14,500 per quarter for October to December 2026, and rises to Rs 18,000 from January 2027 for eligible households. But a missing child can produce a wrong PMT score, which can block eligibility. Updating the roster keeps your record correct and your payments safe.
7. How long does the family update take to show?
NADRA’s B-form takes about 7 working days on normal processing. After the tehsil office records the roster update, wait for the confirmation SMS from 8171. Processing time at BISP is not officially fixed, so check your status by sending your CNIC to 8171 a week after your visit.
8. Will the new baby get Taleemi Wazaif immediately?
No. Taleemi Wazaif is an education stipend for school-age children who are enrolled in school, and the child must have a B-form. Adding the newborn to the roster is still worth doing now, because the record must be correct before any education benefit can be considered later. Rates are announced by BISP from time to time.
9. Is there a deadline to update my BISP family details?
No deadline has been officially announced. Still, do it as soon as the B-form is ready, because every payment cycle checks the record you have. BISP guidance reported in January 2025 says a household cannot be re-surveyed within two years, and beneficiaries face a re-survey after three years, so keeping the record current matters.
Conclusion
To BISP 8171 update family details for a newborn, the order is fixed: Union Council birth certificate first, NADRA B-form second, BISP tehsil office roster update third. Everything is free at BISP, messages come only from 8171, and a correct family roster keeps your Kafaalat payments safe. Start with the Union Council this week and finish the rest while the papers are fresh.
