A BISP wallet transfer lets you move your Kafaalat money out of the Social Protection Wallet without standing at a payment camp. Send it free by RAAST to a bank account, use the wallet linked to your JazzCash or Easypaisa SIM where your partner bank allows it, or take cash from an agent for the fixed Rs 280 charge. Confirm your payment first on 8171.bisp.gov.pk or by SMS to 8171.

No SIM yet? Read our Benazir SIM 2026 free SIM and digital wallet guide first. The steps below work only after wallet activation.

What the wallet can and cannot do

The wallet can:

  • Receive your quarterly payment, Rs 14,500 this quarter, with an SMS alert when it lands.
  • Hold money with no withdrawal deadline. Use part of it and leave the rest.
  • Send money free by RAAST to any bank account in Pakistan, where RAAST is active in your wallet or partner bank app.
  • Send money to another wallet where your partner bank allows it. Check in your wallet app or at your partner bank first.
  • Pay mobile load and utility bills from the linked JazzCash or Easypaisa app, where that spend option is enabled. Check in your wallet app first.
  • Give cash at an authorised agent of any partner bank, after biometric verification, for Rs 280.

The wallet cannot:

  • Receive payment on a SIM bought from a shop. Only a BISP office SIM is linked to the payment system.
  • Work on a SIM in another person’s name. The SIM must be on your own CNIC.
  • Work just because you hold the SIM. It must be activated at the BISP office after biometric verification.
  • Reverse a RAAST transfer confirmed to a wrong number. SBP rules state RAAST transactions are final.
  • Run app transfers on a basic phone. App steps need a smartphone. The SIM itself works in a basic phone for alerts and agent cash out.

Take the full Rs 14,500 as cash and you receive Rs 14,220. Move it by RAAST and the full amount moves. The State Bank of Pakistan, in its briefing to the National Assembly Standing Committee on Poverty Alleviation, confirmed this fee rule and set full digitalisation of BISP accounts for 31 December 2026. Interoperability across all six partner banks started in July 2026, so you are not tied to one bank’s agent.

One caution. BISP has not published a fee list for every app action on this wallet, and normal JazzCash or Easypaisa charges can differ. If a screen shows a RAAST fee, stop and call 0800-26477.

How to do a BISP wallet transfer

Woman beneficiary doing a BISP wallet RAAST transfer on her mobile phone using her Benazir SIM

a) Transfer money by RAAST, step by step

RAAST is the State Bank’s instant payment system. Your RAAST ID is your registered mobile number, linked to one account. You can also send to an IBAN.

  1. Open the wallet app linked to your Benazir SIM, JazzCash for a Jazz SIM or Easypaisa for a Telenor SIM, and log in with your PIN. If your wallet runs through a partner bank app, open that app.
  2. Tap Send Money or Money Transfer, then choose RAAST.
  3. Enter the receiver’s RAAST ID (their mobile number), or choose IBAN and type the full account number.
  4. Type the amount. Send a small amount first for a new receiver.
  5. Read the receiver’s name on the confirmation screen. It must match your person. If not, stop.
  6. Confirm with your wallet PIN. Never share this PIN with anyone.
  7. Wait for the success screen and SMS. RAAST normally credits within about 20 seconds. Save the transaction ID, by screenshot or in a notebook.

If your app shows no RAAST option, check in your wallet app or at your partner bank. The partner bank controls where the button appears, though the transfer is free under SBP rules.

b) Send money from the wallet to another person

  1. Open your JazzCash or Easypaisa app and go to Send Money.
  2. Choose the type shown on your screen: wallet to wallet, bank account or CNIC, as allowed.
  3. Enter the receiver’s number or account details and the amount.
  4. Check the receiver’s name on the review screen.
  5. Enter your PIN and confirm.
  6. Save the transaction ID from the success screen and SMS.

Menu names change when apps update, so read your own screen instead of old screenshots. If a send option is missing, check in your wallet app or at your partner bank, or use RAAST as in section (a).

c) Withdraw cash at an agent

BISP beneficiary withdrawing cash at an authorised partner bank agent with biometric verification
  1. Wait for the payment SMS from 8171, or check status by sending your CNIC to 8171.
  2. Go to an authorised agent of any partner bank, with your original CNIC and your Benazir SIM phone.
  3. Tell the agent how much you want. You need not withdraw the full payment at once.
  4. Place your thumb on the biometric device. Cash out needs biometric verification.
  5. The agent deducts the fixed Rs 280, so on Rs 14,500 you receive Rs 14,220. If asked for more, refuse and report it on 0800-26477.
  6. Count the cash at the counter and take the receipt, or note the transaction ID.

For machine withdrawal, see our BISP ATM withdrawal 2026 guide for HBL and Bank Alfalah.

d) Pay a bill or buy mobile load from the wallet

Paying electricity bill and buying mobile load from JazzCash and Easypaisa wallet linked to BISP payment
  1. Open your JazzCash or Easypaisa app. Open Bill Payment for a bill, or Mobile Load for balance.
  2. For a bill, select the company and type its reference number. For load, type the number and amount.
  3. Check the name, consumer number and amount against your paper bill.
  4. Confirm with your PIN.
  5. Save the transaction ID. It is your proof if the company says the bill was not paid.

Bill payment and load are standard JazzCash and Easypaisa app functions. Whether your wallet balance can be spent this way depends on your partner bank’s setup in your district, so check in your wallet app first. If not, move the amount by free RAAST transfer and pay from that account.

Required documents and things

  • Original CNIC of the beneficiary woman, valid and not expired.
  • Free Benazir SIM, issued by a BISP office, on your own CNIC.
  • The phone with that SIM inserted, charged and with signal.
  • Your wallet PIN, memorised. Never write it on the phone or SIM packet.
  • Receiver’s RAAST ID or IBAN, for transfers.
  • Bill reference number, for bill payment.
  • Your thumbprint, for activation and agent cash out. If it fails, visit the BISP office or NADRA as staff advise.

How the money reaches you: process stages

  1. NSER survey: your household record and PMT score decide eligibility.
  2. Status check: BISP confirms status through 8171 SMS and the portal.
  3. SIM issue: you collect the free Benazir SIM from a BISP office or site.
  4. Biometric verification: staff verify your thumbprint against NADRA records.
  5. Wallet activation: staff activate the wallet on that SIM. The SIM alone is not enough.
  6. Payment credit: your quarterly payment lands and you get an SMS alert.
  7. Your choice: keep it, transfer it free by RAAST or online, spend it in the app where enabled, or withdraw cash for Rs 280.

Fraud warning

Most wallet fraud starts with a phone call. Keep these rules:

  • BISP messages come only from 8171. Any other number messaging about your wallet or payment is fake.
  • Never share your wallet PIN or OTP code. No official will ever ask for your PIN on a call.
  • Activation, the SIM and RAAST transfers are free. Anyone asking a fee for them is running a scam.
  • Do not hand your SIM or phone to an agent away from the counter. Stay present for every biometric step.
  • If someone pressures you, stop and call 0800-26477 yourself.

Tips for beneficiaries

  1. Use RAAST first, cash last. Each cash withdrawal costs Rs 280. A RAAST transfer costs nothing.
  2. Keep the SIM active. One call or SMS from it every month stops the most common problem, an inactive SIM.
  3. Save every transaction ID, by screenshot or in a notebook. The helpline and bank will ask for it if anything goes wrong.
  4. Check the name before the PIN. RAAST payments are final, so that one look prevents the costliest mistake.
  5. Withdraw in fewer visits. One larger withdrawal costs Rs 280 once. Three small ones cost Rs 840.
  6. Keep the SIM in your own phone and never lend it. Lending it puts your next payment at risk.

FAQs

1. What is a BISP wallet transfer?

A BISP wallet transfer means moving money from your Social Protection Wallet to another account or person. Send it free by RAAST to any bank account, send it to another wallet where your partner bank allows, pay bills in the app where enabled, or take cash at an agent for Rs 280.

2. Is RAAST transfer from the BISP wallet really free?

Yes. The State Bank of Pakistan confirmed that RAAST and online transfers from BISP wallets remain free. Only cash withdrawal carries a charge. SBP rules also say banks shall not levy charges on RAAST for end customers. If a screen shows a fee for RAAST, stop and call 0800-26477.

3. Why is Rs 280 cut from my cash withdrawal?

The Rs 280 is a fixed charge for cash withdrawal from the digital wallet, confirmed by the SBP deputy governor. It applies per withdrawal, not per transfer. On a full Rs 14,500 payment you receive Rs 14,220 in cash. The SBP said this charge schedule will be reviewed and notified every six months.

4. I have the Benazir SIM. Why can I not transfer money?

Having the SIM is not enough on its own. Your wallet must be activated at a BISP Tehsil Office or Dynamic Registration Centre after biometric verification against your CNIC. If that step was skipped, transfers will not work. Visit the office with your original CNIC and phone. Activation is free.

5. What is a RAAST ID and how do I find mine?

Your RAAST ID is your registered mobile number, linked to one bank or wallet account. People send you money with that number instead of a long account number. To receive on it, the number must be linked to your account first. Check the linkage in your app or at your partner bank.

6. Can I send BISP money to my son’s or husband’s bank account?

Yes. A RAAST transfer can go to any bank account in Pakistan, including a family member’s account, if you enter the correct RAAST ID or IBAN and confirm the name on screen. The transfer is free. Take care with the number, because a confirmed RAAST payment is final and cannot be reversed by you.

7. Can I pay electricity bills and buy mobile load from the wallet?

JazzCash and Easypaisa apps offer bill payment and mobile load. For the Social Protection Wallet, this depends on your partner bank’s setup in your district, and BISP has published no single spend list. Check in your wallet app. If the balance is not offered, transfer free by RAAST and pay from that account.

8. My SIM became inactive. Will I lose my payment?

An inactive SIM usually means no call or SMS was made within about 30 days of issue. Make a call or send an SMS from it and recheck after 24 hours. The wallet has no withdrawal deadline, so credited money does not vanish on a fixed date. If it stays inactive, visit the BISP office.

9. An agent asked for Rs 500 to withdraw my money. What should I do?

Refuse. The only fixed charge for cash withdrawal is Rs 280. Anything above it is an illegal deduction. Do not share your PIN or leave your SIM with that agent. Note the shop name, use another partner bank agent, and report the demand on 0800-26477.

Conclusion

A BISP wallet transfer works best when you treat the wallet as your account, not a cash token. Activate it at the BISP office, keep the SIM active, move money free by RAAST when you can, and pay Rs 280 only when you truly need cash. Check your status today on 8171.bisp.gov.pk or by SMS to 8171, and call 0800-26477 if any step fails.
