The Sindh Benazir Mazdoor Card 2026 is Sindh’s worker identity card for registered industrial workers. It proves a worker is registered with the province’s labour welfare system, and links that worker to health, accident and family welfare benefits. If you work in a factory or registered industrial unit in Sindh, this guide explains who can get the card, how registration works, and what it actually gives.

Latest Update: The Card Has Gone Digital
The card is not new. SESSI signed an agreement with NADRA in September 2020 to replace old manual worker cards with computerised smart cards. The first card was planned for 1 January 2021, and the first phase was meant to cover around 625,000 to 630,000 workers already registered with SESSI.
In September 2025, the Sindh government launched the digital Worker Welfare Card System (WWCS) through the Sindh Workers Welfare Board. This is the current online system behind the card. A registered worker’s details are linked to a CNIC-based digital profile, and the system checks the record through NADRA and the Employees’ Old-Age Benefits Institution (EOBI), so verification happens without a middleman.
Sindh Labour Minister Shahid Abdul Salam Thaheem announced that about 3.4 million industrial workers would get paperless access to welfare facilities through this card. That is the total registered-worker pool, not cards printed on day one.
One important correction: the Rs. 700,000 cover is accident cover only. It is not general health insurance and it is not cash in hand. Under the partnership with Sindh Insurance Limited, a registered worker gets cashless accident treatment at more than 250 empanelled hospitals across the country. Whether dependents are covered under this accident cover is Not officially announced, because published reports disagree.
Sindh Card vs Punjab Card: Do Not Mix Them Up
Sindh and Punjab each run their own worker card system, and they are not interchangeable. The Sindh card is issued under Sindh’s labour department, SESSI and the Sindh Workers Welfare Board, and it only applies to workers in Sindh.
Punjab-only detail: Punjab has its own separate Mazdoor Card system. A Sindh worker cannot register through a Punjab portal, and a Punjab worker cannot use the Sindh portal. If you work in Punjab, read our separate Punjab Mazdoor Card guide. If you moved to Sindh for factory work, you need Sindh registration through your Sindh employer.
Who Is Eligible?
The card is for genuine, registered workers. Under the current digital system:
- You work in a registered factory, industrial unit or commercial establishment in Sindh.
- Your employer is registered with SESSI or EOBI, and your record exists in that system.
- You hold a valid NADRA CNIC.
- Your employment is based in Sindh.
- Your employer can verify your employment with a certificate or record.
Online guides for the WWCS form also mention an age of 20 years or older. Treat the official portal as the final word.
Not eligible right now: people with no employer record, workers whose factory never registered with SESSI or EOBI, and workers employed outside Sindh.
The Self-Employed Question
When the card was first announced, later phases were promised for self-employed workers such as rickshaw and taxi drivers, pushcart vendors and road workers, reaching around 5 million workers. That expansion was an announced plan. Whether self-employed workers can register today is Not officially announced. If you are self-employed, do not pay anyone who promises you a card.
Benefits of the Sindh Benazir Mazdoor Card
The Sindh government first described the card as an identity card, a health card and an education-linked card for the worker’s family:
| Benefit | What it gives | Amount / limit |
| Official worker identity | Verified card and digital profile | No cash value |
| Accident cover | Cashless accident treatment at 250+ hospitals | Up to Rs. 700,000 per year |
| SESSI medical care | Treatment through SESSI for registered workers | As per SESSI rules |
| SESSI cash benefits | Sickness, injury, maternity benefits for secured workers | As per SESSI rules |
| Children’s education support | Scholarships for workers’ children | Not officially announced |
| Marriage grant | Support for a worker’s daughter’s marriage | Not officially announced |
| Death grant | Support for the family after a worker’s death | Not officially announced |
Two warnings. Scholarship, marriage grant and death grant amounts are Not officially announced, so any website quoting an exact figure is guessing. SESSI cash benefits only apply to a “secured worker” whose employer pays contributions. If your employer never registered you, none of these benefits apply yet.

How to Register Online: Step-by-Step
Registration runs through the official Sindh Workers Welfare Board portal. Use only the official address:
- Open the official portal at wwbs.gos.pk/wwcs.
- Enter your CNIC, full name, father’s or husband’s name, date of birth, mobile number and email address.
- Upload a recent passport-size photograph.
- Fill in employment details: employer name and registration number, job title, start date, and EOBI or SESSI details.
- Enter your permanent address as shown on your CNIC, your district, and an emergency contact.
- Upload documents: CNIC front and back, domicile or FRC, verified employment certificate, and employment card if you have one.
- Read the declaration, tick the confirmation box, and check all details.
- Submit the form. The system verifies your record through NADRA and EOBI.
- Wait for confirmation, and keep your CNIC number safe to check your digital profile later.
If the online system does not accept your record, the most common reason is that your employer has not registered you yet. Ask your employer to complete your SESSI or EOBI registration first, then try again.
How to Register Through an Office
If you cannot apply online, visit your nearest SESSI regional office with your CNIC and employment certificate. Staff can tell you whether your employer record exists. Never hand your original CNIC to an agent.

Required Documents
- Valid CNIC, plus front and back copies
- Recent passport-size photograph
- Employment certificate verified by employer
- EOBI or SESSI registration number or record
- Domicile certificate or FRC
- Employment card, if you already hold one
- Mobile number in your own name
Names and CNIC numbers must match on every document.
Verification Process
Verification follows this chain:
- Employer registration: your factory or unit registers with SESSI or EOBI.
- Worker registration: your employer enters your record in that system.
- CNIC check: your identity is matched against NADRA records.
- Employment check: your certificate and registration number are verified.
- Digital profile: WWCS creates your CNIC-based worker profile.
- Card issue: your card is issued against that verified profile.
- Benefit access: you use the card or profile to claim benefits.
If any link breaks, usually at step 1 or 2, the card cannot be issued. Start with your employer, not with a website form.
Common Problems and Fixes
| Problem | Real cause | Exact fix |
| Portal does not find your record | Employer never registered you | Ask your employer to register you, then reapply |
| CNIC mismatch error | Name or CNIC differs from employer record | Get the employer record corrected, then resubmit |
| No confirmation received | Wrong mobile number, or verification pending | Check the number you entered; processing time is Not officially announced |
| Agent demands payment | Fraud | Refuse, keep the evidence, and report it at a SESSI office |

This Card Is Not a BISP Payment
Many readers confuse this card with BISP, because both carry the Benazir name. They are different programs. The Sindh card does not pay a BISP quarterly installment.
For reference only, separate from this card: BISP Kafaalat is Rs. 14,500 per quarter for October to December 2026, rising to Rs. 18,000 from January 2027. BISP’s helpline is 0800-26477, the SMS check is sending your CNIC to 8171, and the portal is 8171.bisp.gov.pk. None of these are Sindh card benefits, and holding a Mazdoor Card does not make you a BISP beneficiary.
Fraud Warning
Fraud around worker cards is common. Remember these rules:
- The only online route is the official WWBS portal. Any other website claiming to issue the card is unofficial.
- Never pay an agent. No official fee has been published, and a demand for payment is a warning sign.
- Never share your CNIC photo, PIN or OTP with anyone who contacts you about the card.
- No Mazdoor Card registration happens by SMS. BISP messages come only from 8171.
- A card without employer registration is impossible. The system checks your employer record. There is no shortcut.

Tips for Workers
- Start with your employer. Your registration only exists if your employer has registered you.
- Keep your CNIC details identical on the employer record, SESSI record and portal form.
- Use your own mobile number, so messages about your profile reach you.
- Save a copy of every document you upload and every confirmation you receive.
- After an accident, go to an empanelled hospital and say you are a registered worker.

Frequently Asked Questions
1. What is the Sindh Benazir Mazdoor Card?
The Sindh Benazir Mazdoor Card is a worker identity card issued in Sindh through SESSI, NADRA and the Sindh Workers Welfare Board. It proves a worker is registered in the province’s labour welfare system and links the worker to accident cover, medical care and family welfare benefits.
2. Who can apply for the Sindh Benazir Mazdoor Card?
Registered industrial workers in Sindh can apply. You must work in a registered factory or industrial unit, your employer must be registered with SESSI or EOBI, and you must hold a valid NADRA CNIC. Workers with no employer record cannot apply until their employer registers them first.
3. How do I register for the card online?
Visit the official portal at wwbs.gos.pk/wwcs and enter your CNIC, personal details and employment details. Upload your photo, CNIC, domicile or FRC and verified employment certificate, then submit the declaration. The system verifies your record through NADRA and EOBI before creating your digital worker profile.
4. What is the accident cover on the card?
Under the digital Worker Welfare Card System, a registered worker gets cashless accident treatment worth up to Rs. 700,000 per year at more than 250 empanelled hospitals. This cover is for accidents only, through Sindh Insurance Limited. It is not general health insurance and it is not a cash payment.
5. Is there a registration fee for the card?
No registration fee for the worker card has been officially published, so the fee is Not officially announced. Never pay an agent who asks for money to register you. If anyone demands payment, refuse and report the matter at your nearest SESSI office with the evidence you have.
6. Can self-employed workers in Sindh get the card?
Not through the current system, as far as officially published information shows. The original plan promised later phases for self-employed workers such as drivers and vendors, but self-employed registration today is Not officially announced. Wait for a Sindh Labour Department announcement instead of paying an agent.
7. Is the Sindh card the same as the Punjab Mazdoor Card?
No. The Sindh card is issued under Sindh’s labour department, SESSI and the Sindh Workers Welfare Board, while Punjab runs its own separate card system. A Sindh card does not work for Punjab registration and a Punjab card does not work in Sindh. Use the portal of the province where you actually work.
8. What documents do I need for registration?
You need a valid CNIC, a recent photograph, an employment certificate verified by your employer, your EOBI or SESSI registration details, and a domicile certificate or Family Registration Certificate. An employment card helps if you already hold one. All names and CNIC numbers must match across documents.
9. How long does it take to get the card after applying?
The processing time is Not officially announced on the official portal. Your application must first pass NADRA and employer verification, and any mismatch will delay it. If your record is not found, the usual cause is missing employer registration, so check that first and then recheck your digital profile.

Conclusion
The Sindh Benazir Mazdoor Card 2026 gives registered Sindh workers one verified identity carrying real welfare benefits, from accident cover to family support. It only works if your employer record is real, so start there. Apply only through the official WWBS portal. Do not pay anyone, and keep your CNIC safe.
